      Hurricane Arthur brought heavy rain and flooding to the East Coast of the U.S. over the 4th of July weekend with North Carolina’s Outer Banks most affected. The storm made landfall as a Category 2 hurricane at Shackleford Banks, North Carolina late Thursday night, then continued north on Friday, July 4 and skirted Nantucket and Cape Cod, Massachusetts, before it hit Nova Scotia on Saturday morning as a post-Tropical Storm.
